Since Friday, anyone with an understanding of how Senate cloture rules operated comprehended that Senator Chuck Schumer and Senate Democrats were solely responsible for shutting down the government. Now, with the pressure on and the polls not looking good, Senate Democrats have backed away from their ultimatum and will vote to re-open the government.
